Arcturans were a species that looked like humanoid skulls with tendrils. They hailed from the planet Arcturus. In order to survive off their home world, they required life support systems which they used to regenerate helium.
The Arcturans were known for being obsessed with making a profit and were very self-serving.
This 3D design fits with other Dr Who miniatures and display models.
